The Medicaid Legislative History Project provides access to the complete legislative history of the federal Medicaid statute, from the enactment of P.L. 89-97 in 1964 through the current congressional session.  Documents include bills, committee reports, hearing transcripts, and other documents that shed light on congressional intent with regard to changes in the Medicaid program.

Materials are organized by congressional term (e.g. 111th Congress), and within each term, in reverse chronological order.  The collection is also searchable by keyword.

Kimberly Treadwell, J.D, William Mitchell, 2011, compiled, organized, and uploaded the documents available through passage of the Affordable Care Act of 2010.  The site is maintained by Professor Kim Dayton with the help of research assistants at William Mitchell.
